Der Clown (1998)

Max Zander, top agent for the international police agency WIPA, battles the forces of crime and stands up for the rights of the little people. To strike fear into the hearts of his enemies, he fights crime with his face hidden by a plastic mask, leaving crime bosses to speculate on just who "The Clown" really is.
