In 1980s Hong Kong, mainland refugee Chan Lok-kwun fights to survive in the chaotic Kowloon Walled City. Betrayed by a ruthless crime boss, he steals from him and seeks refuge in the lawless enclave. Based on Andy Seto's "City of Darkness", this martial arts epic follows Chan as he teams up with allies to navigate the treacherous underworld and challenge its brutal power struggles.
