Police abuse in connection with a raid on young people in Humlegården, Stockholm, is the start of a discussion about police violence, in which police, the abused, youth and physicians participate. The film also features a speech by Carl Persson, former state police chief, in which he blames socially disruptive elements for carrying out propaganda propaganda against the police when they criticize the police system for its militarization and brutalization.
