Depicts the story of Cambodia since the Paris Peace Agreement, climaxing in the elections and the signing of a new Constitution. The Cambodian election was a terrifying cliff hanger, with every success followed by a setback. The world's press pronounced it a failure again and again, but somehow things got back on track each time. The documentary follows this chronology with footage, much of it not seen before, of the disasters as well as the successes. From the tragic massacre of ethnic Vietnamese, intimidation and human rights abuses, to successful voter registration and a massive educational campaign on radio and television; from the funeral of the slain Japanese volunteer to the amazing crowds of Cambodians who turned out to vote in defiance of threats, and against all expectations; from the secession which threatened to undo the whole process, to reconciliation, the Constituent Assemblies and the new Constitution.
