Continuation of the first part of the film: The billionaire (the main character of the film, who is the owner of a large construction company and an investment fund), after the death of his beloved wife, begins to lose interest in life. In order not to finally go into depression, he urgently accepts an attempt to set a new goal in life that would inspire him and distract him from depression. One day he decides to build the world's tallest skyscraper more than 1 km high on an uninhabited island, but in the process of implementing his ambitious project, the billionaire acquires ill-wishers in the face of the world government, which wants to prevent him from implementing his plans.
