In 2014, the U.S. Bureau of Justice Statistics reported a 73% reduction in re-arrests in the Eastern District of Missouri which includes St. Louis. As America comes to grips with a profoundly broken criminal justice system that relies on historic levels of mass incarceration - "Out of the box" explores a viable model for systemic reform.
