Bailey is a serial killer - he always kills in the name of justice, well at least he believes so... Thomas is an average guy, boring, not unusual in any way - Bailey wants to murder him as an example for other people like Thomas, to show that if they don't take action in the world, they will die, with their blood on his hands.
