Tommy Balls is desperately unemployed and broke as a joke. His wife is getting angrier and angrier every day. With this Tommy Balls hatches a half stoned and all bird brained idea to become an "unlicensed psychiatrist", kind of like Lucy in The Peanuts, to help all the neighborhood loons with their problems.
