Spies (1928)

A criminal mastermind, masked as a reputable banker, orchestrates a web of espionage threatening global stability. Tasked with unveiling this elusive figure, a cunning secret agent known only as Number 326 embarks on a perilous mission. Unbeknownst to him, the banker is fully aware of him and enlists a beautiful Russian spy, Sonja, to ensnare him.
