Dr. Kochin uses the Dragon Balls to free his master, the brilliant but malevolent Dr. Uirou, who is frozen in ice. Revived, Dr. Uirou creates an army of powerful warriors and captures Bulma, Piccolo, and others. Now, Goku and Master Roshi must confront this new threat and stop Dr. Uirou's plans for world domination. This movie takes place before the Namek arc of Dragon Ball Z.
