Oceano Atlantis (1993)

A great flood takes over the city of Rio de Janeiro leaving its population in a state of hunger and despair. When government officials discover a treasure at the bottom of the ocean they release from an insanity asylm a former experienced Marine cop/diver to find the treasure.
