Secrets in the Closet (2000)

An enemy spy convinces a government agent that an innocent brunette is secretly plotting against the government. While the government agent's attention is focused elsewhere, the bad girl naps her, leaving the civilian securely roped and gagged to keep her out of harms way. The resourceful innocent manages to escape from the chair she was tied and hops from closet to closet seeking to rescue the government agent, but finds only more buxom bondagettes securely tied and muzzled instead.
