A Man Like Rain (1997)

Mansor Ghasemi an Iranian leader is captured by the Iraqis. But in the camp they don't know him so a spy is hired to go among the Iranian captures and recognize him. The Iranians manage to kill this spy but that lead the Iraqis to torture them and even cut their share of water just to force them to reveal the true identity of their leader.
