The Green Conspiracy (2013)

In the future, the country has instituted green warrants, the legal assassination of citizens in order to control greenhouse gas emissions and over-population. Isabella Montoya is a green agent, a person who executes green warrants, and is pulled into a political conspiracy involving the so-called random selection of those who are selected in the 'green lottery.'
