Rookie officer Michael Taylor works his way up the ladder as an undercover officer into a large drug empire In Miami, ran by a ruthless gangster who is known on the street as "Exodus". Using his new cover as Justice Barnes, Taylor works his way up the ranks and soon becomes close friends on the business and personal side with Exodus. Taylor's commanding officer fears that he has taken his cover too far and may not be able to go back to being in control of his current situation.
