Psychotic car enthusiast Ray is tired of people walking all over him. He has been repeatedly trying out for the amateur racing league for the past 5 yrs and gets turned down before he ever enters the car. Ray decides to get the thrill that he's been yearning for. After setting up traps on roadways across Indiana to take out the competition. Ray is hunted by Detective Lee, who's determined on bringing him in. After an unexpected accident, Rays best friend Billy acquires his car and brain. Curious, Billy Frankensteined Ray back to life.
