Luciano Barra Caracciolo (Rome, 1 September 1959) is an Italian jurist, magistrate and politician. After the scientific maturity he graduated in law in 1982 with full marks with a thesis in administrative procedural law under Mario Nigro. In 1984 he received a CNR scholarship at the University of Illinois at Urbana-Champaign. He was an ordinary magistrate from 1985 to 1989. In 1990 he became an administrative magistrate at the Piedmont Regional Administrative Court and in 1993 he moved to the Council of State as a competition winner. In 1992/1993 he was elected member of the Presidential Council of Administrative Justice as a magistrate of the TAR.
