Hayley was born Hayley Cherie Powell in The Dalles, Oregon, USA and is of Welsh and English descent. She was named after the actress Hayley Mills. Hayley attended Eastern Oregon University where she received her Bachelor of Arts in Theatre and was awarded the Outstanding Student of Theatre in her graduating class. She also studied Costume Design in college and earned a Double Emphasis in Acting and Costume Design.
