Chuter was born in Carlton, Victoria, Australia, the only son of Rita Spalding and British emigrant Harry Chuter. He was brought up in Williamstown and educated at RMIT, Victorian College of the Arts - School of Drama, St. Martin's Theatre School, Melbourne Theatre Company Youth Theatre and graduated from the prestigious Swinburne Film and Television School in 1983 winning the AAV Award for his short film The Mortal Coil. He is also a prolific and award-winning theatre director producing an impressive record of over 200+ productions and working with some of the world's leading theatre companies. In 1985 he produced/art directed In From the Sea followed by producing Letting Go, Tax both in 1986. He was also production assistant on the short films Paradise Taxi, The Uniform, Double Exposure, Jacob's Dream, Inverted Kiss (unfinished), Best Wishes for the Baby's Arrival and also was Art Director on Heil Hawthorn, Oedipus Tex, J. Monroe and Laughing With Joe. As an actor he appeared in Tax, Carbon Black, Bedtime Story, Dust Off, Unnatural Causes, The Film School, Jacob's Dream, Test Pattern, Adflow and Before & After Swinburne. In 2017, Chuter completed filming his second film A Beautiful Request adapted by playwright Alex Broun based on his original plays. Shooting for the Australian feature thriller Lillith wrapped on 22 September where Chuter was co-producer.
