Rhonda J. Lowe was born on April 15th, 1987 in Buffalo, NY to Robert & Tonia Lowe. Her mother Toni, has always said that she was a peculiar child... to this present day, not much has changed and that notion holds extremely true. Her mother, Tonia D. Lowe works in the health care industry and as a part-time accountant and her father, Robert J. Lowe, Th.D. is a pastor, executive board director for community development, photo lab manager and supervisor at a local drug store and is of Black Trinidadian and Grenadian descent. Rhonda has one living sibling, a younger sister, Riana Lowe (Mason) and a deceased younger brother, Robert Joshua Lowe. She grew up in a two-story home on the Eastside of Buffalo, NY in the Coldspring neighborhood, where both of her parents still reside to this present day. Rhonda's childhood was vibrant, eclectic, and open. Her parents, even though deeply spiritual in their faith still allowed for Rhonda and her sister to live freely and experience life. They didn't stifle their daughters dreams, goals and ambitions,, they always encouraged them to be their truest self. Naturally an introvert, Rhonda liked to keep a journal as a young girl. As she rounded out her teens, she developed a huge obsession with writing being therapeutic to vent about her current ills of teen life, she would also often go off by herself to take photos, then go to her Dad's photo lab on the Westside of town to spend some quality time after school and develop her own film with his direction. She attended Community School #53 for Pre-K through 1st grade and then Rhonda's parents enrolled her at the Frederick Law Olmsted School for the Gifted & Talented. It was here that Rhonda continued to quench her thirst for writing, she developed an appreciation and a love for the art of music, by way of the rigorous critical thinking programs and enrichment resource classes. Traveling to Montreal and Quebec City in 7th grade was a memory that gave Rhonda her wings to fly and travel a lot more later down the line in high school and throughout college. For High School, she initially attended her neighborhood district high school Lafayette HS for Freshman year and 3 months of the start of her Sophomote year, because in her words "it would be a cake walk and I can graduate early." Becoming increasingly restless at how easy the curriculum was, Rhonda decided to transfer to Hutchinson Central Technical High School, in downtown Buffalo to study Biochemistry. Being a new student Rhonda acclimated very quickly due to her warm and welcoming demeanor, and was actually voted "Friendliest" in her graduating class Senior polls. During high school Rhonda was active in Cross Country, Track & Field, Yearbook Staff, served as Junior Class Officer and Senior Class Treasurer; she graduated in the top 10% of her class (29 out of 300+) in June 2005. From there she went on to attend the University at Buffalo under the Cora P. Malloney Scholarship, initially studying Sociology, with a concentration in Legal Studies consistently maintaining a GPA of 3.8. By her Sophomore year(2006-2007), Rhonda changed majors to Business and had already become active with the Caribbean Student Association serving as Activities Coordinator the end of her Freshman year and Publicity Coordinator the following year! Junior year (2007-2008) things took a turn, as Rhonda was becoming increasingly frustrated with the "school" system and the feeling of not being able to do things her way and being misinformed by University staff (advisors), her GPA struggled to stay above a 3.0 and she switched her major back to Sociology with an enrollment into the Journalism Certificate Program where she was able to write on the Arts Desk, in addition to take photos for the student publication, The Spectrum. It was here that things began to make more sense for Rhonda and she was able to thrive on her element of writing, photography and music, all her first loves. Being able to attend concerts an interview music artists was beyond thrilling, or going to a movie premier screening and reviewing the piece, gave her such a great sense of accomplishment and belonging. Rhonda launched her blog Flagrant City in November 2009 using the tools gained at The Spectrum and then promptly took a leave of absence from the University at Buffalo in December 2009, which turned into a permanent vacation. In January 2010, Rhonda was assaulted by a Buffalo Police Officer and was forced to lose a great job at Roswell Park Cancer Institute as a Prostate Cancer Research Assistant due to the circumstances. It was during the six months of trial dates, court hearings and probation check-ins that Rhonda made up in her mind she had to make life better after this and rebuild. In November 2011, Rhonda relocated from her hometown of Buffalo, NY to Tracy, CA to pursue her career in media and entertainment! Started in January 2013, BuffaLowe PR, LLC is a Los Angeles-based public relations firm specializing in custom online media, marketing, promotions and press for independent businesses, artists and brands! Rhonda served as Road Manager/Merchandiser/Photographer/Videographer for Buffalo-based rap group, Well Fed (inactive). June 2011 Rhonda went to Ocean City, MD for the annual Car Show to film footage of the group on tour. She also served as Road Manager/Merchandiser to Brooklyn-based emcee Deuce Ellis and DJ Tiger in Buffalo, NY at Warped Tour in the Summer of 2011, and July 2013 on the "Spread: The World Tour." Upon the conclusion of the Spread Tour, and relocating from Tracy, CA to Los Angeles, CA, Rhonda began working at 99.3 KCLA FM as a radio announcer in August 2013 through February 2014 with the American Radio Network. Here she learned basic recording and editing techniques, communication skills, managing and recording advertisements & public service announcements. She also incorporated Flagrant City into her shows, by playing music by artists that she would feature on her website, or informing listeners of local upcoming events in LA, also being promoted on Flagrant City! She is Owner and Editor-in-Chief for Flagrant City, which she has been operating since November 2009, Rhonda releases an annual compilation series entitled Illicit Activities, with DJ Tiger, and with the help of her partner, Mackenzie Harris. Rhonda also does freelance modeling, background acting, marketing, promotions & event coordination for Dirty Logan Association artist, Fernandough the Poet, the Fun With Friends event series in her hometown of Buffalo, NY, in partnership with Mackenzie Harris, she also assists in the capacity of promoter and door girl for HousePartyLA events in Los Angeles with Gianni Lee, DJ Suga Shay & DJ Tiger, social media content management for the following brand entities that fall under the BuffaLowr PR umbrella: Flagrant City, Good Ol' Dank, Rhonda Jane, Half Baked Boys, Dirty Logan Association & Dank Tank!
