The Hallo Spencer Show (1979)

A German puppet series with some similarities to Jim Henson's "Muppets". The main setting is the fictional German town of Spencerdorf. The main character is Spencer, the local mayor. He uses a videophone to be able to both observe and speak to any one of the town's resident whenever he wants to.
