Dich Cuoi (1989)

The film tells various comic episodes on a construction site... It is decided that o cemetery should be wiped out in order ta build a new power plant. But people don't listen to the orders and go an to bury their dead in the same area. One day the prime minister visits the site and this event causes a series of misadventures due to nepotism, cowardice and incompetence of the people in charge. The result is a hopeless failure: The dam that was originally planned is just a pile of rubble on a waste ground.
