In the hearth of the modern and democratic Europe there is still a dictatorship stuck in the USSR times. Known as Europe's Black Hole, The Ghost Country, or The North Korea of Europe, the Republic of Belarus is an independent state on the border between two continents and two civilizations. Made in BY looks inside Europe's last dictatorship using the field of art as access-key to enter the belarusian society. Discovering public and private lives of incredibly talented guys, the film tests how much the political system influences the cultural life and how high are the limits of freedom of expression. How can creativity survive in a hierarchical regime? How can anti-conformism deal with soviet-style dictatorship? Is it possible to be independent in a country where the state controls 90% of the economy? Those are the questions that Made in BY try to answer through the voices of the most important artists, journalists, musicians and critics of the country.
