The time: 6:09 a.m. The date: 5 June 2019. The place: A first-floor flat in any British town or city. A fire breaks out. A man and his young daughter Laura are trapped by the flames. Not surprisingly, the man quickly dials 9-9-9. And not surprisingly, Laura cries 'where's the fire engine, daddy?' Where indeed?
