Teacher and human rights activist Donaldina "Dolly" Cameron in the early 1900s, with police captain Jack Manion, and how they fought a ruthless matrix of San Francisco tongs and business people in order to stop the underground slave trade of Chinese girls. Together, they expose corruption in government at all levels and, with new tong leadership, change San Francisco into the great city it is today. Against all odds, Dolly's dangerous and relentless campaign saved about 4000 children through the 1930s.
