Norske byggeklosser (1972)

When building their new home, married couple Ingrid and Olav Femte meet unforeseen trouble and bureaucracy. For starters, the couple has trouble with con man/entrepreneur Kleppe and with all the terrible workers on the site. They soon also find themselves in trouble with the police, the neighbors and all kinds of authorities. Eventually, the house does get built, but is the couple safe now?
