Murtaugh shoots at the bad guy driving a car in the head, and the car crashes and flips on its side.
There's a shootout in a club where Riggs kills several bad guys, and then chases Joshua all along Hollywood Boulevard.
Riggs gets into a brief shootout with a group of drug dealers at a Christmas tree lot, and all but one of the dealers is killed. One is shot in the chest with a shotgun and dies, with much blood seen on his shirt, and Riggs shoots two others, bloodlessly. The third grabs Riggs and holds him at gunpoint, but he disarms the man and head butts him.
Riggs and Murtaugh try to apprehend a suspect, but he shoots at them, and Riggs shoots him, and he falls into a pool and dies.
There's a lengthy shootout in a desert, and Riggs shoots several men with a sniper rifle. Murtaugh also trades bullets with several attackers during this scene.

Before the time of Internet, Netflix etc it was too violent under 12-13, but today, it's not that kind of a question anymore. Movie age certificates are customized to the time before Internet. Netflix doesn't care if minors watch.

Perhaps one reason why, arguably, the first movie is the most hard R, and why the 18 rating for this movie, in the UK, lasted longer than even "2," is the very graphic torture (although it's more mental than physical) of Mr. Mendez. In this graphic scene, Peter holds Mr. Joshua's arm and puts a cigarette lighter to demonstrate Joshua's tolerance for pain, and Peter's men hold Mr. Mendez, and force him to watch. It's sadistic and creepy. Pyschological torture.

Riggs breaks a man's neck with his legs, throws the man onto the floor in the next room, and fights and shoots two other bad guys in that room. Some bloody bullet holes are seen.
Riggs is tortured with electric shocks, and Murtaugh is tortured by being punched. The scene cuts between their respective tortures and goes on for a while. Another reason this movie, is arguablly, the most hard R of the franchise, and why the 18 rating in the UK lasted longer for this movie than even "2." Very graphic. Although we don't really see gore or graphic bloodshed. It's more electroshock torture.
