The fiendish Master Duper plots to get his hands on negatives from classic silent films so that he can market prints of them to film buffs all over the world. Most recently, the complete negatives for the silent film GREED are unearthed in perfect condition as an embankment for a new highway is excavated. All 39 reels are on their way to the Association of Film Distributors (AFD) when the driver of the transport vehicle is hypnotized through the windshield by a pulsing light gun. The driver is taken to a remote location where the Master Duper and his henchmen, the Film Pirates, use a gamma tube device to make a quick copy of the negatives. Shortly after that, the AFD board decides that each member short donate the negatives for another film to the museum. Captain Celluloid, actually board member Larry Steel, agrees to help provide some protection. Once again, the Master Duper strikes with his blinking hypnosis light. Although Captain Celluloid is nearby, the Master Duper still manages to get his copies made. Then the West Coast office of AFD calls for the negatives to THE BIG PARADE. Captain Celluloid is again on duty, but the Master Duper has obtained a device that renders him invisible. Can he ever be stopped. A break in the case comes when one of the Master Duper's henchmen is nabbed. As he expires, he reveals that the Master Duper is someone else on the AFD board.
