The tranquility of a small town is disrupted by the presence of a dead dog, which lays in the middle of the main street, as local authorities are unable to agree who's responsible of removing the dog's remains and then the federal government intervenes, however the rotting carcass continues on the street because no government agency assume the task because bureaucratic dispositions.
