Absconding (2005)

A secretary at City Hall discovers her supervisor is about to walk off with a valuable stamp called 'The Damsel of Freedonia' worth three million dollars which the city had purchased as an investment. The thief captures the busty brunette before she can alert the authorities. To kill time before he flees the country, the crook explains to his captive the unusual history of the cursed stamp, explaining that when the stamp changes hands, any woman nearby winds up bound and gagged with her breasts exposed.
