Phool Bane Patthar (1998)

Assistant Commissioner of Police, Jaspal Choudhary, is transferred to a small town, and takes charge of a police station, which he does. He has brought with him his daughter, Vineeta. Jaspal finds out that most of the crimes committed are at the hands of a local gangster named Choudhry Bhavani Singh alias Dadhu. When Jaspal attempts to arrest him, he is killed, and his death is written off by corrupt police officers as an "encounter". Vineeta is left alone and devastated, and she swears to avenge the killing of her father, and decides to target his assailants one by one. But where her father had failed, will she, alone and without the support of the law, succeed?
