The Bill Collector (2009)

John Black is The Bill Collector, an ex-con who works in a debt collection office. He uses his position of information and power to intimidate and terrorize his clients. John is a "parasitic, bottom feeding, tele-terrorist debt collector", and he loves his job description. No one is safe from the abusive and illegal things John does. He pushes his clients to the point of no return - and that's when he really starts to collect. John finally goes too far and finds himself in a situation he can't collect his way out of.
