The recent capture of Emily Charles and the event's leading up to it sent Governor Anthony Charles into early retirement. With Author Roosevelt being appointed as their new leader he swiftly inherits his position as Governor along with the town's vampire epidemic problems. ZELL "The Vampire Slayer" returns in an effort to put an end to the town's crisis without first realizing that the evil vampire clan has now targeted Emily's sister Stefanie Charles. Their plan is to eliminate her along with anyone else they deem unworthy of life. With new genetically modified creatures created by Dr. Allan Finn that are immune to sunlight. ZELL along with the town citizens and police discover that sadly it's no longer just vampires they'll have to worry about.
