Harlan received his B.A. in English from the College of Charleston in Charleston, South Carolina. While an undergraduate, he acted in local television commercials with O'Neal Compton and Orlando Jones. After moving to New York City in 1990, he studied video at the Millennium Film Workshop and screenwriting at the Gotham Writer's Workshop. In 1996, he served as a volunteer for the Avignon/New York Film Festival. In 2004, he was an intern for Ric Burns at Steeplechase Films. His writing has appeared in View magazine, The Epoch Times, The Spinning Word, Frank's Reel Reviews, Kamera.co.OK, The Hunter Word, CUNY Advocate and That's China!. Harlan completed his MFA in Integrated Media Arts at Hunter College/CUNY in May of 2005, where he was an adjunct assistant professor. From 2010 to 2011, Harlan taught at Huanghe S&T College in Zhengzhou, China and Raffles Design Institute in Tianjin, China from 2011 to 2013. From 2013 to 2014 he taught reality television and new media courses in the School of Cultural Creativity at Zhejiang University of Media and Communications (ZUMC). From 2014 to 2015, he was an Assistant Professor of Digital Communication in the newly created Mass Communication program at the American University of Ras Al Khaimah in the United Arab Emirates. Currently, he is an Instructor of Communication at Odessa College in Odessa, Texas. He was an extra in the film, The Iron Orchard (2018) and is the Programming Director of the West Texas Film Festival.
